Description of Work
The Office of Controller sets and interprets all accounting and financial reporting policies and procedures for the Department as authorized by the rules and regulations of the Office of the State Controller and State statute; and executes all accounting transactions for DHHS. This position serves as Lead Worker in the Accounts Receivable Medicaid Branch. Some job responsibilities/duties are as follows: Audits the work of Accounting Technicians for Cost Settlements, Program Integrity, and Third Party receivables, collection notices and reports Serves as the primary back up for the month-end close process and must have the knowledge and skill set to independently complete closing to include preparing the complex Excel workbooks, resulting in the monthly budgetary control document upload to the General Ledger of the NCAS Provide input for system conversions and new procedures/processes Cross-trained in all Accounting Technician duties and must have the ability to serve as backup when needed Salary Grade GN11; Recruiting Range $42,780 - $47,000 Position #60037529 ABOUT THE OFFICE OF THE CONTROLLER

Qualified applicants must document on the application that they possess all of the following: General knowledge and understanding of general accounting principles and concepts Demonstrated experience with balancing and reconciling accounting transactions/records Knowledge of data manipulation and analysis Knowledge of office practices and procedures Working knowledge of Microsoft Excel and Word Management Preferences Experience with Accounts Receivable, the NCAS or extensive experience with a similar online accounting system Strong computer skills in mainframe emulation and MS Office (Excel, Word, etc.) are required Ability to maintain accounting office records and reports Ability to maintain effective working relationships with government employees, agency representatives and the public Strong communication skills, both oral and written
Minimum Education and Experience Requirements
Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting;
An equivalent combination of training and experience.
